The 2009 American Recovery and Reinvestment Act, (ARRA), also referred to as the Federal Stimulus Plan or Recovery Act, was approved by Congress and signed into law by President Obama on February 17, 2009.

The Recovery initiative is directed to stimulate the U.S. economy through federal spending on such programs as education, energy, health care initiatives, housing, academic infrastructure, and transportation while investing in American products and service- putting Americans to work. These stimulus monies will improve infrastructure at all levels, increase collaborations and allow for enhanced and/or continued research. In parallel, there is a directive for accountability and transparency concerning the application of these monies.
