Library Policy and Procedures Manual

Central Alabama Community College Libraries strongly enforces the Digital Millennium Copyright Act.  An agent has been appointed by the College to receive copyright infringement notifications.  Should you find that your work is in jeopardy of this infringement of this copyright act on Central Alabama Community’s website, please notify the College copyright agent.

The Digital Millennium Copyright Act notification of infringement must include the following information before a claim can be completed:

  • Identification of the copyrighted work claimed to have been infringed upon including ISBN, title, author, URL etc.
  • Contact information from the complainant such as name, address, phone number and e-mail address and other information in reference to the claim.

LIBRARY MISSION STATEMENT AND GOALS

The role of the Central Alabama Community College (CACC) Library system is to support the academic and career/technical curriculum needs of students, faculty, and community by providing access to materials, both print and electronic, in an environment conductive to intellectual, social, cultural, physical, and moral growth.

Based on this mission statement, the CACC Libraries and the Talladega Center have adopted the following goals: 

  1. To seek the advice of administration, faculty, students and library staff in selecting electronic and print materials for the libraries.
  2. To provide professional guidance to students and faculty in the selection and navigation of the libraries holding, including both print and electronic resources.
  3. To maintain adequate hours to serve students, faculty and administration.
  4. To develop cooperative relationships with other agencies and institutions to supplement the library’s resources and services.
  5. To conduct regular evaluations of the College Libraries to insure that they are meeting the needs of their users and supporting the programs and objectives of the College. 

Faculty, staff, and students are encouraged to use the facilities and resources of the College Libraries.  The hours available for use are as follows:

The College Libraries close at 5:30 each day in between semesters and resume regular operating hours the first day of class. 

  • Community patrons are allowed one hour for computer usage.  This policy is strictly enforced.
  • Children under the age of 14 are not allowed computer privileges.
  • Children must be supervised by an adult at all times.
  • No cell phone conversations are allowed in the libraries. Study rooms on the Alexander City Campus are available for this purpose. Conversations must be taken outside the building on the Childersburg Campus and the Talladega Center.
  • Both students and community patrons must sign in to activate computer usage.
  • No food or drink is allowed in the libraries.
  • Study rooms are available to students by reservation only.  Library personnel must be given a three day notice for all reservations.
  • The Media Room on the Alexander City Campus is available to faculty, staff and community.  Reservations are required with a three day notice. 

Circulation

Students are required to have a library card before any materials can be checked out.  This card is issued by the library staff upon check-out of a student’s first book.  Students my check out up to five books at one time.  The lending period is two weeks and can be renewed for an additional two weeks unless the resource is on reserve.  Renewals may be done by phone or in person.  Reference and Reserve materials are only used in the Learning Resources Centers.

All Library resources must be returned to their respective campus libraries before the last day of class. Library holds will be placed on the patrons account if the resource is not returned.  No renewals will be available to patrons after this date.  Students will not be allowed to register, receive grades, or receive transcripts until all library obligations have been cleared with the Learning Resources Centers.

Overdue Books

The libraries charge a fee of .25 cents per day for overdue materials.  The Libraries at Central Alabama Community College are closed on weekends, holidays, and occasional closures for college meetings. Overdue notices are mailed and e-mailed twice per semester to notify students of their existing fines.  

Patrons will not be allowed to check out materials if there is a preexisting fine on their account.

Lost Books

If a book is lost or damaged, the student is responsible for payment of the material and all overdue fines before the end of the semester.  Failure to clear these charges with the LRC will result in a library hold on the borrower.  This hold prevents students from receiving transcripts, grades, and the ability to register for classes.

If a student should locate a resource that he or she has paid for as a lost item, the cost of the resource will be refunded by the Learning Resources Centers. This refund will only be returned if the student returns the resource within a three day period after payment was received by the libraries.  No refunds will be issued for overdue fines.

Copies

A self-service copy room is available for all copy needs. Copies are .20 cents per page for black and white copies and .30 cents per page for color copies.  

Reserve Books

Reserve and Reference books are not available for checkout.  However, copies from these resources can be made by students when needed.  If a circulating material is needed by another student, that book is put on reserve by library staff and held at the circulation desk until the student can be notified either by phone or e-mail.

INTERLIBRARY LOAN SERVICE

POLICY

A student must have a library card prior to the submission of any Inter Library Loan request.  Students fill out an Inter Library loan form giving the librarian both resource information and contact information. The student is contacted when the resource has arrived.  The campus library is responsible for contacting the lending library for the requested information.   

The Libraries abide by the policy of the General Interlibrary Loan Code 1952.

Ask a Librarian

Should students have any question pertaining to their research needs, they may contact a librarian in person, by e-mail or phone. Contact information is on the CACC website under the library tab.

Acquisitions

The Acquisitions department is a cumulative effort for both librarians and faculty.  The librarians research catalogs and data bases to evaluate materials that support the College curricula.  Recommendations and requests from administrators and faculty are strongly encouraged by the acting librarians. Library orientation surveys also ask for suggestions and requests from students.

Weeding

Weeding is the systematic evaluation of the Library’s collection, and it is highly recommended that departmental representatives participate in this activity.  The following criteria are used for weeding materials: 

  • Materials that contain obsolete or outdated information
  • Superseded editions
  • Worn or badly damaged titles
  • Duplicate copies of seldom-used titles

 Procedures

  1. The process of weeding the collection is done annually by the campus librarians.
  2. The campus librarian is responsible for dispersing the weeded materials. 

Gifts and Memorials

Policy

The Library accepts gifts with the understanding that materials not suited for academic use will be offered to other institutions or discarded.  Gifts, such as books, will be evaluated by the same methods and standards as new materials. The library does not appraise gifts.

  • Gifts may be submitted to any member of the library staff.
  • Gifts are evaluated by the librarian to determine their suitability for the collection.
  • Suitable materials are processed with an acknowledgement card placed within the book crediting the donor.

Selection and Purchasing

Policy 

  • The Library Staff encourages administrators, faculty, staff and students to participate in the selection of both print and electronic resources.
  • The College Libraries adopt the policy of selecting resources from the “Library Bill of Rights:”
  • Books and electronic resources should be provided for the interest, information, and enlightenment of all people of the community that encompass the library service area.
  • Resources should not be excluded due to the origin, background, or views of those contributing to their creation.
  • Libraries should provide materials and information presenting all points of view on current and historical issues.  Materials should not be removed because of partisan or doctrinal disapproval. *
  • Selection of library materials will be made based on the merits of the material in relation to building the collection and to serving the instructional programs of the institution. The final responsibility for selection of materials shall be vested in the College librarians.

PROCEDURES 

  • Request cards will be given to the administrators, faculty and staff at the beginning of Fall Semester.
  • Students will be encouraged to submit requests for library materials and/ or technology.
  • Requests will be submitted to the Library Staff.
  • Requested materials will be evaluated by the “Library Bill of Rights” and other professional sources.
  • Requests are ranked by priority according to needs and demands by the campus librarians if funding is available.
  • Students requesting materials will be contacted via college e-mail or phone.

Media Room and Computer Room Reservations for Alexander City Campus

Instructors, campus organizations and the surrounding community may access the Media Room on the second floor of the library. Instructors, elected officers of campus organizations and community patrons must make reservations with the librarian at least one week prior to the scheduled event in order to use the Media Room and the Computer testing Lab.  The Media Room is to be used by faculty who wish to use the media equipment for instructional purposes. Campus organizations who need media equipment or seating accommodations for large groups may use this room as well.  Community patrons will be granted usage by reservation only and with the charge of a small fee.  The computer lab must also be reserved by instructors one week in advance in order to ensure usage of the facility.  The lab is equipped with 28 computer stations for Internet testing or group instruction.

Faculty may e-mail reservation requests to the librarian. Campus organizations and community patrons must call and speak to the librarian or library staff to make a reservation.

LIBRARY CLASS ACTIVITIES

Policy

Instructors must accompany and supervise classes in the Library. Should an instructor be unavailable to accompany their class for Library activities, the faculty member is responsible for scheduling a proctor to supervise his or her class while testing.

Procedure

  • All Library activities MUST be scheduled with a library professional three (3) days prior to the visit. Requests may be submitted via e-mail or phone.
  • The request should include the following information:
    • Instructor’s name
    • Class
    • Class Size
    • Date and Time of visit
    • Type of accommodation needed 

INTERNET USAGE

Library computers located in the lobby area of the library are primarily for educational research.  Patrons who use the computers for explicit social media and unauthorized sites will be asked to leave. Community patrons will be asked to sign an Internet Agreement with the library in order to gain computer usage privileges. 

Due to the limited number of computers, community patrons are limited to one hour of Internet usage per day.

Faculty is requested to notify their campus librarian before classes are sent to the library.


FREQUENTLY ASKED LIBRARY QUESTIONS 

How do I check out books in the library?
Library cards are only issued to currently enrolled students.  Applications for a library card are issued at the circulation desk when a student requests information for the first time. Students may checkout up to five resources per loan period. 

Does the library provide textbooks for checkout?
The library does not offer textbooks for checkout. Textbooks are only available at each campus bookstore. 

Can I bring food and drink into the library?
Library patrons are not allowed to bring any food or drink into the library. 

Are laptops, Kindles, or IPads available for checkout?
There are no electronic devices available for checkout at this time. 

Where on campus can I go to type research papers for classroom assignments?
All library computers are equipped with Windows 2010 and an online card catalog to assist students in locating the information they desire 24 hours a day and 7 days per week. Students may also use computer writing labs for research papers if they are accompanied by an instructor. 

Should a student need computer access, community patrons will be asked to vacate computer terminals. 

Are study rooms available in the library?
There are four group study rooms available on the Alexander City campus. The study rooms for the Alexander City Learning Resources Center are located on the first floor. Reservations are requested, but walk-ins can be accommodated if rooms are available. These study areas are available to students as well as visitors.

Designated study areas are available for students and visitors on the Childersburg Campus and at the Talladega Center.

Where will I find materials that my instructor has on reserve in the library?
All reserved materials are kept behind the circulation desk.  They are not available for checkout but may be photo copied. 

Can I bring children to the library?
Children under the age of 14 must be accompanied and supervised by an adult.  Patrons over the age of 14 years of age are permitted to use the computers.

Whom do I contact for help with my research needs?
Library professionals are available during regular library hours to answer any research question. Students may phone the library or go to the College webpage and access Library then go to the Ask a Librarian link and post questions.

Where will I find journal articles and periodicals?
The Alabama Virtual Library is a top source for finding information. From magazine articles to professional journals, critiques, and reference books, the Alabama Virtual Library can adequately meet all research needs.  There are 62 professional data bases to provide students with the most recent and credible information. The AVL is available on all campus computers. This technology is also available to students and community patrons from home. The College webpage also offers links to access over 40,000 e-books.  E-books are only available to Central Alabama Community College students. Students have the advantage of using these resources from home 24/7, however an account providing free access must be set up in the College libraries.
